From the opening statement of David A. Shulkin: "Our capital request of $3.4 billion is a 20 percent increase over 2018 to help us fix those highest priority infrastructure needs. By requesting all of the necessary resources for our community care program and our discretionary budget, we think we can help prevent the funding crises and lapses in veterans care because we funded it from the wrong checking account. Simplifying all of this into a single program, we think, is going to help us run it better and make it work better for veterans. Although we are talking about the 2019 budget today, I would ask for your support in securing a full appropriation for VA in 2018."
