From the opening statement of Toby Moffett: "On May 2, 1980, the Energy Research Advisory Board transmitted to the Secretary of Energy, Secretary Duncan, a report on gasohol prepared by its Gasohol Study Group. The report was immediately criticized as a biased, haphazard, and unscientific attempt to explore the many complex issues involved in the production of gasohol. The most controversial aspect of that report was its preference for coal- based gasohol over grain-based gasohol."
