From the opening statement of Frank Church: "I understand that Mr. Buchheim will begin by discussing the SCC [Standing Consultative Commission] process and SALT [Strategic Arms Limitation Talks] II provisions relating to compliance. Then we will hear from Mr. Graybeal and Mr. Buchheim as well in discussing the SALT I compliance record. During the testimony, I understand that the general questions contained in a letter which I sent to Secretary Vance on September 17, 1979, will be addressed."
