This is the July 12, 1994 joint oversight hearing on "Communication Sites on Federal Land," held before the U.S. House of Representatives Subcommittee on National Parks, Forests and Public Lands of the Committee on Natural Resources and the Subcommittee on Environment, Energy, and Natural Resources of the Committee on Government Operations. From the opening statement of Bruce F. Vento: "The purpose, of course, of the oversight hearing is to review the status of the current and proposed fee program applicable to the communications industry use of Federal lands. Existing law, including the Federal Land Policy and Management Act of 1976, requires Federal land management agencies to obtain fair market value for the use of the land. Unfortunately, while that is the law, it has not been carried out in practice." Statements, letters, and materials submitted for the record include those of the following: John H. Anderson, Jr., Matthew Millenbach, Gordon Small, E.B. 'Jay' Kitchen, R. Kent Parsons, and Dennis Devore.
