From the opening statement of Bill Richardson: "I would like to begin by welcoming everybody here to hear testimony on H.R. 1426, the Indian Dams Safety Act of 1993. [...] H.R. 1426 would provide a statutorily mandated dam safety operation and maintenance program in the BIA [Bureau of Indian Affairs] to ensure the maintenance and monitoring of the condition of each dam identified. Thus, in addition to performing rehabilitation, the bureau would take measures to prevent future threats to loss of life and property by maintaining these dams."
