"The Department of Homeland Security (DHS) Office of Emergency Communications (OEC), in coordination with SAFECOM [Safety Communications] and the National Council of Statewide Interoperability Coordinators (NCSWIC), is pleased to present a compendium to the '2011 Emergency Communications System Lifecycle Planning Guide, (Lifecycle Guide)' which provides additional information about public safety communications system lifecycle planning in light of changes in the field. In particular, this document takes a more comprehensive approach to the lifecycle by incorporating a Pre-Planning Phase as well as recommendations for technological innovation and implementation. It is meant for stakeholders to use in their efforts to fund, plan, procure, implement, support, and maintain public safety communications systems, and eventually to replace and dispose of system components. This document provides considerations and recommended actions through easy-to-use checklists for each phase of the system lifecycle planning model."
