"This report provides a summary of National Transportation Safety Board (NTSB) investigative activities for calendar year 1996. The NTSB is an independent federal agency charged with determining the 'probable cause' of transportation accidents and promoting transportation safety. The Board investigates accidents, conducts safety studies, evaluates the effectiveness of other government agencies' programs for preventing transportation accidents, and reviews appeals of enforcement actions involving airman certificates and civil penalties by the Federal Aviation Administration and seaman certificates by the U.S. Coast Guard."
