From the introduction: "Developing community resilience and reducing vulnerability requires detailed knowledge of the social, economic, and infrastructural characteristics of a community. Data that address housing stocks are a critical component of this knowledge base because it allows disaster planners and responders to identify and allocate resources to locations where an emphasis is warranted in both the short term and long term. In the short term, it provides responders with guidance regarding triaging and emergency housing actions. In the long term, it can assist planners in developing measures that minimize individual losses, shorten permanent housing reconstruction trajectories, and overall, minimize foregone economic activity."
