Congressional Budget Office Cost Estimate: S. 1221: Countering Russian Influence in Europe and Eurasia Act of 2017   [open pdf - 23KB]

"S. 1221 would authorize the appropriation of $530 million over the 2018-2019 period to counter Russian influence in Europe and Eurasia and to promote energy security in Ukraine. The bill also would require the Department of State to establish a pilot program to hire Foreign Service Officers (FSOs) to work on governance and anticorruption activities in those regions. Finally, the bill would require several reports and briefings to the Congress. In total, CBO [Congressional Budget Office] estimates that implementing the bill would cost $441 million over the 2018-2022 period, assuming appropriation of the authorized and necessary amounts. Enacting S. 1221 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting S. 1221 would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028."
