"S. 1094 would modify administrative and personnel procedures of the Department of Veterans Affairs (VA) and reorganize the Office of Accountability and Whistleblower Protection. CBO [Congressional Budget Office] estimates that implementing S. 1094 would increase costs by $3 million over the 2018-2022 period; such spending would be subject to the availability of appropriated funds. Enacting the bill would affect direct spending over the 2017-2027 period; therefore, pay-as-you-go procedures apply. However, CBO estimates those effects would not be significant. Enacting S. 1094 would not affect revenues. CBO estimates that enacting the legislation would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. S. 1094 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) and would not affect the budgets of state, local, or tribal governments."
