Congressional Budget Office Cost Estimate: H.R. 1372: Homeland Security for Children Act   [open pdf - 14KB]

"H.R. 1372 would require the Federal Emergency Management Agency (FEMA) to identify and integrate children's needs when preparing for, responding to, recovering from, and mitigating against natural disasters, acts of terrorism, and other manmade disasters. The bill would authorize FEMA to appoint a technical expert on children's needs to coordinate the integration of the bill's requirements. The bill also would direct the Department of Homeland Security (DHS) to submit to the Congress an annual report describing the agency's efforts to integrate children's needs into DHS polices. Based on information provided by DHS, CBO [Congressional Budget Office] estimates that implementing the bill would have no significant effect on the federal budget. Enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply."
