The budget proposes targeted investments to advance the application of technology in the implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) and create youth employment opportunities, and legislative proposals to improve coal country communities, provide for economic development, and protect retired coal miners and their families."
