"The Project BioShield Act of 2004 [Project BioShield (PBS); Public Law [P.L.] 108-276] amended the Public Health Services (PHS) Act and the Federal Food, Drug and Cosmetic (FD&C) Act to provide additional and more flexible authorities and funding to support financially the development and procurement of medical countermeasures (MCM) against chemical, biological, radiological, and nuclear (CBRN) threat agents. It was also designed to provide the government with the authority to quickly authorize their use during emergencies. These authorities were further delineated, clarified and expanded and extended by the Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006 (P.L. 109-417) and the Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPRA) of 2013 (P.L. 113-5)."
