This DoD Instruction "Establishes policy, assigns responsibilities, and provides direction for the planning, acquisition, fielding, allocation, management, and use of SATCOM [Satellite Communications] resources as a component of the DoD information enterprise." Additionally, this Instruction applies to the following: a. "OSD, the Military Departments (MILDEPs), the Office of the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this instruction as the 'DoD Components'). b. DoD SATCOM resources, as defined herein, to include DoD-owned and -operated SATCOM resources, DoD-owned SATCOM resources operated by non-DoD entities, SATCOM resources acquired by the DoD from commercial providers, and DoD's use of SATCOM resources allocated for DoD use by the U.S. Government (e.g., federal, civil), international partners, or allied partners. c. Nothing in this instruction alters or supersedes the existing authorities and policies of the Director of National Intelligence regarding the protection of sensitive compartmented information or timely transmission of critical intelligence as directed by Executive Order 12333 (Reference (h)) and other laws and regulations."
