From the statement of Pete Potochney: "As you will note, the Administration's budget includes $7.4 billion for Military Construction (including family housing), and $10.2 billion for Facility Sustainment and Recapitalization. These are both decreases from last year, as the Bipartisan Budget Act of 2015 caps overall defense spending. Although this request allows a reduction in facilities risk due to a slight increase in Sustainment funding by the Services, the Department is still accepting risk in facilities. As this Subcommittee well knows, facilities degrade more slowly than readiness, and in a constrained budget environment, it is responsible to take risk in facilities first."
