From "What SIGAR Reviewed": "Since 2002, the U.S. government, through the Departments of Defense (DOD), State (State), and the U.S. Agency for International Development (USAID), has implemented numerous programs to support the development of primary and secondary education in Afghanistan. These efforts have focused on areas such as constructing and refurbishing schools, distributing textbooks, and training teachers. The objectives of this audit were to determine the extent to which DOD, State, and USAID have: (1) identified their efforts and accounted for funding to support primary and secondary education in Afghanistan since fiscal year (FY) 2002; (2) defined strategies to support primary and secondary education in Afghanistan; and (3) assessed their overall progress towards their goals and objectives to support primary and secondary education in Afghanistan."
