This is the January 2, 2015 hearing on "Designation of Funding as an Emergency Requirement, Communication from The President of the United States." From the Memorandum: Section 6 of the Consolidated and Further Continuing Appropriations Act, 2015, provides that the availability of funding that is designated by the Congress in the Act as an emergency requirement pursuant to section 251 (b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended (BBEDCA), is contingent upon the President subsequently so designating all such amounts and transmitting such designations to the Congress. These emergency funds include Federal resources to implement a comprehensive strategy to contain and end the Ebola epidemic at its source in Africa, enhance domestic preparedness, speed the procurement and testing of vaccines and therapeutics, and accelerate the Global Health Security Agenda. I recommend that you designate as an emergency requirement all funding designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251 (b)(2)(A) of BBEDCA, as outlined in the enclosed list of accounts. Upon transmittal of these designations to the Congress, these funds will be immediately available for obligation and expenditure. No further congressional action will be required."
