"The resolution provides for consideration of H. Con. Res. 25, establishing the budget for the United States Government for fiscal year 2016 and setting forth appropriate budgetary levels for fiscal years 2017 through 2025, under a structured rule. The resolution provides four hours of general debate with three hours confined to the congressional budget equally divided and controlled by the chair and ranking minority member of the Committee on the Budget and one hour on the subject of economic goals and policies equally divided and controlled by Rep. Brady of Texas and Rep. Carolyn Maloney of New York or their respective designees. The resolution waives all points of order against consideration of the concurrent resolution and provides that the concurrent resolution shall be considered as read. The resolution makes in order only those amendments printed in this report. Each such amendment may be offered only in the order printed in this report, may be offered only by a Member designated in this report, shall be considered as read, shall be debatable for the time specified in this report equally divided and controlled by the proponent and an opponent, and shall not be subject to amendment. The resolution waives all points of order against the amendments printed in this report."
