"The frequent flooding in West Virginia reveals the unique challenges of repetitive damages. During an ongoing disaster operation it would be helpful to have information on what Public Assistance projects have been approved in previous disasters. All GPS [global positioning system] coordinates and Public Assistance Categories of Damages would be put into a GIS [geographic information system] data base. When the next declaration occurs the damages can be compared, mitigation successes and failures noted, and lessons learned."
