This document examines factors that hindered implementation of the Centers for Disease Control and Prevention's Program for Public Health Preparedness and Response for Bioterrorism and the Health Resources and Services Administration's National Bioterrorism Hospital Preparedness Program. The document also addresses the extent to which states completed cooperative agreement requirements.
