The purpose of this document is to explain the basis for enabling the Bureau of Land Management (Bureau) to establish a categorical exclusion (CX) as defined by the National Environmental Policy Act (NEPA) for emergency stabilization activities following wildfires, floods, weather events, earthquakes, or landslips.
