"The purpose of this manual is to provide homeland security partners at all levels of government and private sector stakeholders the necessary guidance on how to design, develop, conduct, and evaluate prevention exercises. The manual will illustrate the nuances of prevention exercises, explaining their unique characteristics and requirements, and particularly how they differ from response-oriented exercises. In general, it will instruct users on how to use the established HSEEP [Homeland Security Exercise and Evaluation Program] methodology and tools to create exercises that will evaluate and verifiably enhance their, and the Nation's, ability to fulfill the terrorism prevention mission."
