"The Service Response Force Exercise - 1989 (SRFX-89) After- Action Report is based on observations made during the exercise, and focuses on Army chemical weapon accident response actions, policies and procedures. The After-Action Report consists of two volumes. Volume I, EXECUTIVE SUMMARY, describes the program and provides significant conclusions. Volume II, OBSERVATIONS, is a compilation of observations of exercise events made by participants, accompanied by discussions and recommendations. The After-Action Report is designed to serve as: - A record of actions that occurred during SRFX-89 so that readers can appreciate the scope of activity during such a crisis. - An action document for making improvements to Army concepts, plans and procedures.
