"On May 6, 2004, this Office issued an opinion analyzing the legality of STELLAR WIND. 'See' Memorandum for the Attorney General, from Jack L. Goldsmith, III, Assistant Attorney General, Office of the Legal Counsel, 'Re: Review of the legality of the STELLAR WIND Program ('STELLAR WIND Opinion').' After a thorough review, the 'STELLAR WIND Opinion' concluded that the content … targeted at Al Qaeda-related communications and based on regular reassessments of the current threat level … authorized by a Congressional resolution providing the President the authority 'to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.'"
