"Presidential Policy Directive 18 (PPD-18)1 established United States Government policy on Maritime Security and provided for the development of scalable, flexible frameworks on specific maritime issues to guide and clarify roles and responsibilities for strategic goals of the United States. This document:  Affirms the vital national interest in global maritime security and articulates United States Government policy for countering piracy, robbery at sea, and related maritime crime;  Provides the overarching guidance to develop objectives to enhance maritime security in other regions of the world as required based on evolving and emerging threats; and  Supersedes the Countering Piracy off the Horn of Africa: Partnership and Action Plan."
