From the thesis abstract: "In order to determine between crimes and acts of war for certain activities in cyberspace, the United States government must use national and international law, expert opinion, and logic. Since there are few existing rules or norms for cyber warfare, existing laws and norms must be examined and interpreted to develop guidance for responses to cyber attacks. A possible decision model incorporating this guidance is Schmitt's Analysis which should be adopted by the United States government to ensure that advice to the President regarding cyber attacks is consistent with international law."
