"On November 8, 2002, the Security Council unanimously adopted Resolution 1441, giving U.N. weapons inspectors new authorities; new inspections began November 27. The chief inspectors reported to the Security Council on January 27, 2003, that Iraq has cooperated on 'process but not substance.' In his State of the Union message on January 28 and subsequent statements, President Bush said that Iraq is not disarming in accordance with Resolution 1441 and that the United States would lead a coalition to disarm Iraq if peaceful efforts fail. The inspectors' reports to the Security Council on February 14 indicated improved cooperation, adding that many of their findings thus far are consistent with Iraq's declarations."
