"Hate crime statistical reporting data may be submitted to the FBI via: (1) the National Incident-Based Reporting System (NIBRS) e-mail attachment, (2) the Hate Crime Incident Report, and (3) the Hate Crime Electronic Data Submission. This manual addresses the Hate Crime Electronic Data Submission. After processing the hate crime data, an error list is created and returned to the State UCR [Uniform Crime Reporting] Program or law enforcement agency. For summary Reporting System submissions, a text file is created. […] Section 1 is a general overview of a Hate Crime Electronic Data Submission. Section 2 is the general record layout specification for a Hate Crime Electronic Data Submission. Section 3 is a detailed record layout specification for a Hate Crime Electronic Data Submission, which includes field formats, data validation rules, and error messages for each field.
