Highly Pathogenic Avian Influenza Response Plan: The Red Book   [open pdf - 19MB]

"Between December 2014 and June 2015, the United States experienced its largest highly pathogenic avian influenza (HPAI) outbreak--and most serious animal health disease incident--in history. This plan was updated in August 2015 to reflect immediate changes required based on those events. Soon thereafter, in January 2016, there was an HPAI/low pathogenicity avian influenza (LPAI) outbreak in Indiana. This version of the 'USDA APHIS [United States Department of Agriculture, Animal and Plant Health Inspection Services] HPAI Response Plan: The Red Book (Updated May 2017)' reflects the knowledge and lessons learned during both of these outbreaks, as well as in the recent HPAI/LPAI incident in 2017. Additionally, this version incorporates changes made in related Foreign Animal Disease Preparedness and Response Plan (FAD PReP) materials."
