"In response to the droughts of 1988, Congress funded a four year National Study of Water Management During Drought led by the U.S. Army Corps of Engineers. The primary objective of the study was to find a better way to manage water during drought in the United States. (The study was not intended to address drought problems that do not involve water management, such as drought related forestry problems and crop losses on non-irrigated farms). This report describes the results the study team acheived [sic] in each of the major components of the study."
