Coalition Building in Space: Initial Technical Considerations and Potential Implementation Strategies [open pdf - 3MB]
"This study builds up on the concept of an 'allied space network' as a possible means of both reducing risks to US space systems and enhancing space power. A foundation is provided for this concept by addressing a number of specific space mission areas to which the allied space network approach might be applied, candidate architecture approaches for these space mission areas, and the countries and capabilities that might be included in these allied space architectures. While this paper addresses possible allied space network architecture concepts it is not intended to be a comprehensive architecture study."
