"The intent of the Houston HIDTA Threat Assessment, produced by the Houston Intelligence Support Center (HISC), is to identify the current and emerging drug trafficking trends within the Houston HIDTA and to deliver accurate and timely strategic intelligence to assist law enforcement agencies in the development of drug enforcement strategies. [...] The threat from criminal activities being conducted by DTOs and gangs in the Houston HIDTA region is increasing, particularly due to the strengthening connection between cartels and some gang members. Therefore, it is paramount that narcotics officers, gang investigators, patrol officers, and other law enforcement entities coordinate efforts to reduce the escalating danger posed by these groups. By decreasing previously "siloed" enforcement responses, increasing information sharing, and adopting a paradigm of collaboration, law enforcement can better determine the scope of the current threat within the Houston HIDTA and develop comprehensive and successful investigative strategies."
