This Department of Defense (DoD) instruction "[e]stablishes policy and assigns responsibilities in accordance with References (c), (d), and (e) for developing combat and operational stress control (COSC) programs within the Military Departments, the Combatant Commands, and joint Service operations. c. Establishes requirements for activities that support psychological health in military operations and the early detection and management of combat and operational stress reactions (COSR) in order to preserve mission effectiveness and warfighting capabilities and mitigate the adverse physical and psychological consequences of exposure to severe stress."
