"S. 410 would authorize U.S. district and appellate judges and the Chief Justice of the Supreme Court to permit the photographing, recording, broadcasting, and televising of court proceedings if such activities would not violate the due process rights of the parties involved. The authority provided to district court judges under S. 410 would expire three years after the date of enactment. The bill also would authorize the Judicial Conference of the United States to promulgate guidelines for obscuring the identity of certain types of witnesses from a broadcast audience. Based on information from the Administrative Office of the U.S. Courts, CBO [Congressional Budget Office] estimates that, assuming the availability of appropriated funds, implementing the bill would cost $5 million over the 2012-2016 period. Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply."
