This Memorandum was provided by Congressional Research Service in response to a request by Senator Tom Coburn (OK) on U.S. foreign assistance. "This memo includes a table depicting U.S. foreign assistance in FY2010 [Fiscal Year 2010], by sector, to countries holding more than $10.0 billion in U.S. treasury securities. [...] the funding in the table represents appropriated amounts and excludes assistance provided through the Foreign Military Financing account. Countries are ordered by the value of their treasury security holdings, with the highest value holder, China, listed first. Sectors are consistent with the State Department's Foreign Assistance Framework."
