This document published by the Federal Emergency Management Agency [FEMA] provides "information and guidance on implementing the Fiscal Year 2003 PDM program, including program requirements, eligibility and grants management." Furthermore, "FEMA will provide Pre-Disaster Mitigation [PDM] funds to assist States and communities to reach a higher level of risk management and risk reduction through hazard mitigation planning and the implementation of mitigation projects and activities prior to a disaster event. Funds will be used to implement a sustained pre-disaster natural hazard mitigation program to reduce overall risk to the population and structures, while also reducing reliance on funding from actual disaster declarations. The PDM program provides a significant opportunity to raise risk awareness and to reduce the Nation's disaster losses through pre-disaster mitigation planning and the implementation of planned, pre-identified, cost-effective mitigation measures. For Fiscal Year [FY] 2003, funds will be awarded on a competitive basis with a National priority on funding mitigation projects that address National Flood Insurance Program [NFIP] repetitive flood loss properties. "
