This is a CBO [Congressional Budget Office] Cost Estimate for S. 2816. "Under current law, the Chief Human Capital Officer of the Department of Homeland Security is appointed by the President. S. 2816 would remove this Presidential authority, thus enabling the Secretary of Homeland Security to appoint a person to this position. CBO estimates that implementing S. 2816 would have no significant costs to the federal government. Enacting the bill would not affect direct spending or revenues."
