This edition of "Proliferation: Threat and Response" updates the original 1996 report with new information about the proliferation challenge as well as new programs put in place to counter proliferation. The report is divided into two main sections. The first section focuses on regional challenges and evaluated the goals, capabilities, intentions, and trends for each of the following regions: Northeast Asia; South Asia; the Middle East and North Africa; and Russia, Ukraine, Kazakhstan, and Belarus. Also included is an evaluation of the transnational threat, including both terrorism and nuclear security. The second section is an overview of Department of Defense counter-proliferation programs, which are categorized by prevention, protection, and acquisition. A technical annex, glossary, and list of suggestions for further reading are contained at the conclusion of the report.
