"This resource book is the first in a series of manuals, case studies, and resource materials describing the Terrorism Early Warning Group (TEW) model and concept of operations. Developed by the National TEW Resource Center in Los Angeles in partnership with the U.S Department of Homeland Security (DHS) and TEW practitioners throughout the United States, these materials are designed to assist individual jurisdictions in understanding and applying the TEW concept. This first volume is an overview of the TEW and its application in day-today practice. It is designed primarily for command personnel and decision- makers, and provides an introduction to the TEW and the process of implementation, as well as appendices describing various aspects of operations and applicable resources. This resource book will be followed by additional volumes providing detailed templates for operating a functional TEW, as well as case studies on various facets of TEW operations. Subsequent publications will include a more detailed description and discussion of operational processes for actual TEW staff. Together these materials will form a valuable resource for implementing and operating a TEW."
