The Strategic plan consists of six goals; preventing terrorism at ports of entry; preventing terrorism between ports of entry; unifying as one border agency; facilitating legitimate trade and travel; protecting America and its citizens; and modernizing and managing. Each of these goals are detailed in the report. Also included is the strategic planning process, the threat and vulnerability and a series of appendices concerning the coordination with other agencies and the private sector, linking with business results and looking to the future.
