This document was released in November, 1988 as the public report of then Vice President George H.W. Bush's Task Force on Combating Terrorism. The report was designed to inform the American public of the nature of terrorism, the threats it poses to the national security of the United States, and what the U.S. government is doing to combat terrorism. "The study is divided into geographic sections that begin with an overview, followed by coverage of the key regional terrorist groups. Information includes an estimate of each group's membership strength, identities of key leaders, ideological orientation, target audiences, a narrative description of the group's background, and a selected incident chronology."
