"This five year plan for identifying, recruiting and retaining people crucial to fulfilling the goals of the National Intelligence Strategy has three major goals; build an agile force, win the war for talent and create a culture of leadership. It describes the challenges of meeting these goals such as fulfilling the vision of transformation the intelligence community into an overarching national intelligence 'service' with employees seeing themselves not just as working for a particular agency but part of a greater whole. It identifies the challenges in shaping the workforce such as tough competition for the best and brightest, finding people with the necessary foreign language skills that can meet security clearance requirements, shortages in mid-career professionals, generational attitudes about careers and work and high competition from contractors and the private sector. It describes the various threats to the nation's security and identifies the areas of intelligence and positions required to meet those threats. It identifies the resources needed to foster talent and the levels of leadership to make it function effectively."
