FY 2006 Infrastructure Protection Program: Transit Security - Program Guidelines and Application Kit   [open pdf - 873KB]

"The FY 2006 Transit Security Grant Program (TSGP) is an important component of the Administration's larger, coordinated effort to strengthen the security of America's critical infrastructure. This program implements the objectives addressed in a series of laws, strategy documents, plans and Homeland Security Presidential Directives (HSPDs) outlined in Figure 1. Of particular significance are the National Preparedness Goal (the Goal) and its associated work products, the National Infrastructure Protection Plan (NIPP) and the National Strategy for Transportation Security (NSTS). As a component of the Infrastructure Protection Program (IPP), the FY 2006 TSGP assists the Nation's transit systems in obtaining the resources required to support the Goal and the associated National Priorities. Through a risk-based approach focused on regional planning, infrastructure protection, improvised explosive devices (IEDs) and other non-conventional methods of attack, as well as training, exercises and citizen preparedness, the FY 2006 TSGP directly addresses six of the seven National Priorities."
