From the opening statement of Sherwood L. Boehlert: "The subject of today's hearing is the environment, and specifically, global climate change. I think it is safe to say that this is the most controversial of our three opening topics. But there is one principle concerning global climate change on which just about everyone can agree, and that is that we need a strong and continuing research program to understand more about climate.
