National Security Decision Directive 33 set forth an approach to achieve the U.S. goal of "[enhancing] deterrence and [achieving] stability through significant reductions in the most destabilizing systems, ballistic missiles, and especially ICBMs, while maintaining and overall level of strategic nuclear capability sufficient to deter conflict, underwrite our national security, and meet our commitments to Allies and friends."
