"The purpose of this program is to enhance the ability of hospitals and health care systems to prepare for and respond to bioterrorism and other public health emergencies. These emergency preparedness and response efforts are intended to support the National Response Plan and the National Incident Management System. The activities described in this cooperative agreement guidance are designed to develop emergency-ready hospitals and health care systems in accord with the Interim National Preparedness Goal, the Interim Public Health and Healthcare Supplement to the NPG, and the HRSA Critical Benchmarks (CB). The Department of Homeland Security developed the Interim NPG and the associated resources in concert with the Department of Health and Human Services and other agencies of the Federal Government as well as with representatives of state and local public health departments and other stakeholders. All of these documents will be refined and extended from time to time to capture lessons learned and to introduce new concepts as appropriate."
