In National Security Directive (NSD) 60, President H.W. Bush approves "the FY 1992 Nuclear Test Program , 'Julin' proposed by the Secretary of Energy. In implementing the Julin program, the following guidance will apply: -- All tests with Julin will be conducted in compliance with the Threshold Test Ban Treaty, the Limited Test Ban Treaty, the National Environmental laws and regulations. -- The Department of Energy shall review each test with design yields near 150 kilotons to ensure reasonably that the device yield does not exceed the Threshold Ban Treaty limit. The Testing agency shall continue to coordinate with NSC staff public affairs activities related to the implementation of the Julin program, as appropriate, in advance of test events."
