ABSTRACT

IBETing on a Secure Border   [open pdf - 116KB]

In 1996, the United States and Canada formed the first Integrated Border Enforcement Team (IBET) to combat smuggling and illegal immigration on the northwest border between Blaine, Washington, and British Columbia. Although IBET has been effective, a number of operations have been hampered by communications deficits. This document discusses how technology could help make IBET operations safer and more efficient.
