"As the operational commander for the region responsible for production of virtually all the cocaine imported into the United States, the Commander-in-Chief, U.S. Southern Co-and, provides the military response at the operational level for what is widely referred to as 'America's war on drugs'. The focus for these efforts, which in reality is a military operation other than war, is the Andean region of South America, and in particular the countries of Colombia, Boliva, and Peru. Of the three traditional methods of attacking the 'supply' side of narcotrafficking -- interdiction, crop eradication/substitution, and security assistance, only the last is viable within a host nation. Several stringent constraints are placed on how USCINCSOUTE conducts these operations. The most serious of these are the requirements for the host governments support, cooperation, and own efforts. The host governments face competing problems of narcotics trafficking, political insurgencies, and terrorism."
