"The stakes for America in the 21st century demand that we be more agile and resourceful than our adversaries. Our strategy is to integrate, through intelligence policy, doctrine, and technology, the different enterprises of the Intelligence Community. It encompasses current intelligence activities as well as future capabilities to ensure that we are more effective in the years ahead than we are today. The fifteen strategic objectives outlined in this strategy can be differentiated as mission objectives and enterprise objectives. The strategy also states the importance of instituting methods of self-evaluation to ensure that the Intelligence Community meets decision-makers' needs and upholds the rules of the law."
